A)                     Authorizing the execution of an agreement with the City and County of San Francisco for distribution of the FY 2022 Urban Area Security Initiative funds to the County of San Mateo for the term of November 1, 2022 through December 31, 2023, in an amount not to exceed $857,633; and

 

B)                     Approve an Appropriation Transfer Request (ATR) in the amount of $857,633 to establish a budget appropriation and record revenue for the FY 2022 Urban Area Security Initiative (UASI).

BACKGROUND:

The Urban Area Security Initiative (UASI) is a Federal Department of Homeland Security grant that provides resources for unique equipment, training, planning, and exercise needs of 31 selected national high threat urban areas. The Bay Area UASI is one of the 31 national urban areas and one of six identified in California.

 

The City and County of San Francisco has been designated to serve as the fiscal agent for UASI funds granted by the Department of Homeland Security through the California Office of Emergency Services.

 

The FY 2022 UASI grant funding is intended to build and enhance regional capabilities across a larger geographical area. Funding is based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness Strategy and National Priority Goals.

 

DISCUSSION:

The agreement with the City and County of San Francisco is to disburse a portion of the FY 2022 regional UASI grant funds to San Mateo County, which will be used to 1) purchase radios to upgrade county emergency communications; 2) provide on-going funding for a Homeland Security Director; 3) purchase search and rescue equipment for county USAR vehicles; and 4) purchase hazmat PPE and regulators for the hazmat team.

 

The County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The term of this grant agreement is from November 1, 2022, through December 31, 2023, for an amount not to exceed $857,633. There is no Net County Cost.
