BACKGROUND:

Pursuant to resolution of the Board of Supervisors, the bylaws of the North Fair Oaks Community Council (NFOCC) have historically provided for nine voting adult members and one youth member and one youth member alternate.

 

DISCUSSION:

Juan Carlos Prado has served on the NFOCC since 2019 and is being recommended for reappointment for a second term. Everardo (Ever) Rodriguez has served on the NFOCC since 2015 and is being recommended for a third full term. Brooks Esser has served since beginning a partial term in August 2020 and is being recommended to serve for a first full term. Blair Whitney began serving a partial term in 2018 and was first reappointed in 2019, making approval of this reappointment a second full term on the NFOCC.

 

Juan Carlos Prado was born and raised in Redwood City, North Fair Oaks. After college, he returned back home to work in several nonprofit community organizations, and also worked as a legislative aide for San Mateo County southern district 4. Juan has been a public high school teacher for over 20 years in the Sequoia Union High School District and continues to live in North Fair Oaks, where he is raising two teenage sons.

 

A librarian by training, Everardo (Ever) Rodriguez has been a resident of North Fair Oaks (NFO) for 30 years and has been volunteering doing community work for over 20 years with several Bay Area nonprofit organizations. He has been a member of the North Fair Oaks Council since 2015, providing recommendations on the issues of community health, safety, welfare, public works and planning for NFO.  Ever is the Founding President of the North Fair Oaks Community Alliance (NFOCA), a community organization that builds community, promotes equity, and improves life for all in NFO.  And he is also a proud member of the Board of Directors for the REACH Coalition. He co-founded the Climate Ready North Fair Oaks, a collaborative cohort of several community-based organizations working on environmental justice and climate change issues. Through his activism Ever is working to improve marginalized communities by advancing equity and advocating for better socioeconomic and environmental conditions.

 

Brooks Esser is a 38-year resident of North Fair Oaks and is completing his second year as Chair of the North Fair Oaks Community Council.  He holds a bachelor’s degree in business from the University of the Pacific, and an MBA from Santa Clara University.  He also serves on the Boards of the Holbrook-Palmer Park Foundation in Atherton, the Eberhardt School of Business at Pacific, and the California Senior Games Association.

 

Blair Whitney has been a resident of North Fair Oaks since 2012.  Born and raised in the SF Bay Area, he served with the California Army National Guard and U.S. Army after 9/11.  A graduate of San Jose State University and Golden Gate University.  He currently works in Security in the tech sector.  In addition to serving on the NFOCC, he has been a volunteer with the Palo Alto VA Hospital since 2008.
