BACKGROUND:
The San Mateo County Navigation Center, located at 275 Blomquist Road in Redwood City, will provide 240 safe, temporary living units to unsheltered individuals and couples. It is a key part of the County plan to shelter every person who chooses assistance.

On January 25, 2022, this Board authorized a target budget of $57,000,000 for the Navigation Center Project, with the project funded through a combination of federal, state, county, and philanthropic funds.

DISCUSSION:
The federal Consolidated Appropriations Act of 2022 made funding available for, "grants for the Economic Development Initiative for the purposes of Community Project Funding / Congressionally Directed Spending." These grants are directed by a member of Congress and administered by the Department of Housing and Urban Development.

In September 2022, Congresswoman Jackie Speier secured Consolidated Appropriations Act funding for the San Mateo County Navigation Center in the amount of $500,000 for Fiscal Year 2022. Consistent with the directed purpose of the award, this funding will be used for Navigation Center furnishings and equipment.
