BACKGROUND:
On January 26, 2021, this Board authorized the use of funds in the Children's Health Initiative (CHI) Trust Fund to address shared priorities related to children's health, as determined by voting members of the CHI Coalition, subject to approval by the San Mateo Health Commission.
On November 16, 2021, following a recommendation by voting members of the CHI Coalition and approval by the San Mateo Health Commission, this Board approved an agreement with Mission Asset Fund (MAF) setting forth terms and conditions for a $3,225,150 grant to support San Mateo County families' participation in an Immigrant Families Recovery Program (IFRP), formerly named Immigrant Families Recovery Fund, for children ineligible for the federal child tax credit.
DISCUSSION:
MAF launched the IFRP in February 2022. The local investment in this national program supports the participation of 500 San Mateo County families. The IFRP provides $400 cash payments monthly, paired with financial coaching, self-advocacy training, and access to MAF's credit-building and other financial tools for a duration of either 12 or 24 months. Among family's ineligible for the IFRP, MAF deploys an equity-based outreach approach. Such approach invites the San Mateo County families who received $1,000 relief grants to enroll families who are low-income and lost income due to the COVID-19 pandemic, prioritizing families with children under the age of six.
