body

BACKGROUND:

The County of San Mateo continues to prioritize the delivery of services through a lens of equity and inclusion through the Office of Racial and Social Justice housed in the County Executive’s Office.

Further to this important objective, the County’s Chief Equity Officer represents the County on the San Francisco Foundation’s Equity At Work Council (EWC) which is part of their ReWork the Bay regional collaborative funder initiative. EWC members help drive EWC’s programmatic strategy, generate policy and other systems change recommendations, and model deep collaboration. FY 2022-23 will be the second year of the County Chief Equity Officer’s participation with the EWC. The San Francisco Foundation is providing the County with a grant of $40,000 in connection with the County Chief Equity Officer’s two-year commitment to the EWC.

DISCUSSION:

The ReWork the Bay initiative focuses on increasing the number of people in quality empowered employment in which employees have pay and say. As part of this initiative, the EWC brings leaders together across economic sectors to inform and support the strategic direction of the work. The County’s Chief Equity Officer was selected by staff at the San Francisco Foundation and other funders in the Rework the Bay collaborative to share a local government perspective into the collaborative’s strategy development. The work of the EWC aligns with the County’s commitment to the Anchor Institution model, by which the County leverages its economic power alongside its human and intellectual resources to improve the long-term health and social welfare of the community, and offers a key strategy for connecting people with quality government jobs.

Consistent with the purpose and permitted uses of the grant, the funds will be used to help increase the capacity of the County’s equity initiatives, including funds to support external professional and equity-focused facilitation for piloting Staff Affinity Groups, and to support equity learning opportunities for staff through Learning Management Systems (LMS) subscriptions for Diversity, Equity and Inclusion online training opportunities.

The ATR presented to this Board for acceptance of the grant funds has been approved by the County Executive and Controller or their authorized designees.

FISCAL IMPACT:

The grant funds will provide $40,000 to the County Executive’s Office to use for its equity-focused initiatives. There is no Net County Cost associated with accepting these grant funds.
