BACKGROUND:

The California Alternative Placement Program (CAPP) offers an array of childcare payment options for parents such as in-home care, family childcare, and center-based care. The childcare payment options are intended to increase parental choice and accommodate the specific needs of each family. CAPP helps families pay for those services directly to the childcare provider selected by the family.

 

The Child Care Coordinating Council of San Mateo, Inc. (4Cs) is the only agency in San Mateo County, other than the Human Services Agency (HSA), that is recognized by the California Department of Social Services (CDSS) as qualified to administer state-funded childcare programs such as CAPP. This recognition from the State allows them to have a coordinated continuum of care payment program.

 

On June 25, 2019, by Resolution No. 076703, this Board approved a waiver of the RFP process and entered into an agreement with 4Cs to administer CAPP for the term of July 1, 2019 through June 30, 2022, in a total amount not to exceed $3,000,000.

 

On May 17, 2021, the parties amended the agreement (Amendment) to add $12,505.72 in funds due to an increase in funds from Senate Bill (SB) 820, which provided an update to the 2020 Budget Act.

 

On June 29, 2021, the parties further amended the agreement (Second Amendment) to add $53,471.25 in funds due to an increase in funds from SB 820.

 

On November 9, 2021, the parties further amended the agreement (Third Amendment) to add $2,150,000 in funds to maximize/ leverage allocation expenditures and increase CAPP childcare slots to serve more children.

 

On March 9, 2022, the parties further amended the agreement (Fourth Amendment) to extend the term by one year, to June 30, 2023.

 

DISCUSSION:

The administration of the CAPP by 4Cs has streamlined childcare services in San Mateo County for families who are eligible to enroll and receive payment for childcare.

 

The CAPP program offers an array of childcare payment options for parents, such as in-home care, family childcare, and center-based care. The childcare payment options are intended to increase parental choice and accommodate the specific needs of each family. The CAPP program helps families pay for those services directly to the childcare provider selected by the family.

 

HSA is requesting $1,500,000 in additional funds to maximize/leverage allocation expenditures by opening up additional CAPP childcare slots to serve more children. This includes those in families with active CFS cases, as well as those that may be on an income-only eligible waiting list with the 4C’s. 

 

The County Attorney has reviewed and approved the amendment and resolution as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in the aggregate.

FISCAL IMPACT:

The term of this agreement is from July 1, 2019, through June 30, 2023. This amendment adds $1,500,000 to serve additional children. This amendment is funded 100% through CAPP allocation provided to the County by CDSS.  Budgetary appropriation for this amendment is included in the FY 2022-23 Adopted Budget.  There is no Net County Cost associated with this amendment.
