BACKGROUND:

In close collaboration with community partners and other San Mateo County organizations, the Human Services Agency (HSA) coordinates homeless outreach program services to engage and serve homeless individuals and households living unsheltered outside, through consistent outreach to provide services, build rapport, and connect individuals to shelters and permanent housing.

 

On June 28, 2022, by Resolution No. 079010, this Board entered into an Agreement with WeHOPE for the term of July 1, 2022, through June 30, 2024, for a total obligation amount not to exceed $480,000, to provide street-based outreach and other services with the goal of assisting southern San Mateo County residents who are unsheltered and experiencing homelessness.

 

DISCUSSION:

The San Mateo County Department of Housing had been funding 1 FTE of homeless outreach worker capacity within the WeHOPE homeless outreach program. However, the DOH grant funds supporting that capacity has ended, and HSA is requesting to amend its contract with WeHOPE to add funding, in order to expand the contract to cover the 1 FTE homeless outreach worker capacity that is no longer being funded by DOH.  

 

The parties wish to now amend the Agreement to increase the capacity to provide street-based outreach and case management services to southern San Mateo County’s unsheltered homeless population, with a continued focus on those that are chronically homeless. This funding will add one (1) additional full-time outreach case manager to the outreach team, which will increase this program’s capacity to provide street-based outreach, engagement, and case management services to southern San Mateo County’s unsheltered homeless population.

 

WeHOPE will continue to identify individuals experiencing homelessness, assess their housing and service needs, and facilitate connection to shelter and other supportive services.  In addition, WeHOPE will be able to serve more people experiencing homelessness, focusing service in the areas that have the highest number of unsheltered persons in the East Palo Alto, Redwood City, and North Fair Oaks area. The case management services also include a Rapid Response outreach component for inquiries from local municipalities, service providers, and community members.

 

The amendment to the agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

FISCAL IMPACT:

The term of the agreement is July 1, 2022, through June 30, 2024. The amount of the agreement is increased by $180,000, for a new total obligation amount not to exceed $660,000. Funding for this agreement is provided through the state Homeless Housing, Assistance and Prevention (HHAP) Grant Program (Round 1). Budgetary appropriation for this agreement is included in the FY 2022-23 Adopted Budget and will be include in the FY 2023-24 budget. There is no Net County Cost associated with this agreement.
