RECOMMENDATION:

Adopt a resolution authorizing:

A)                     The County of San Mateo to apply for and accept the Transitional Housing Program (THP) Allocation Award, in the amount of $159,408, from the State of California Department of Housing and Community Development (HCD), as detailed in the THP Allocation Acceptance Form, up to the amount authorized in the THP Allocation Acceptance Form and pursuant to applicable state law; and

 

B)                     The County to accept additional allocation of funds (Additional THP Allocation), if funds are available and if County is eligible, for up to the amount authorized by HCD but not to exceed $318,816; and

 

C)                     The County to apply for and accept the Housing Navigation and Maintenance Program (HNMP) Allocation Award, in the amount of $87,817, from HCD, as detailed in the HNMP Allocation Acceptance Form, up to the amount authorized in the HNMP Allocation Acceptance Form and pursuant to applicable state law; and

 

D)                     The County to accept additional allocation of funds (Additional HNMP Allocation), if funds are available and if County is eligible, up to the amount authorized by HCD but not to exceed $175,634; and

E)                     The Human Services Agency (HSA) Director, or designee, to act on behalf of the County in connection with the THP and HNMP Allocation Awards, and any Additional THP and HNMP Allocations, and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to participate in the THP and HNMP Programs; and

F)                     The County shall be subject to the terms and conditions that are specified in the THP and HNMP Allocation Award Documents, and the County will use the THP and HNMP Allocation Award funds, and any additional THP and HNMP Allocation funds, in accordance with the Allocation Acceptance Form, the THP and HNMP Allocation Award Documents, and any subsequent amendments or amendment thereto, as well as any and all other THP and HNMP requirements, or other applicable laws; and

G)                     The County to have discretion to accept both the THP and HNMP program funds as detailed herein, but in the event that one of the two allocations are not made available for the County, or the County opts to not receive one of the allocations, the County affirms that it is authorized to accept either of the allocations independent of each other.

BACKGROUND:

The State of California, Department of Housing and Community Development (HCD) issued an allocation acceptance form dated November 1, 2022, under Round 4 of the Transitional Housing Program (THP), authorized by Item 2240-102-0001 of Section 2.00 of the Budget Act of 2022 (Chapter 249 of the Statutes of 2022) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code (THP Allocation Acceptance Form).

 

HCD also issued an allocation acceptance form dated November 1, 2022, under Round 1 of the Housing Navigation and Maintenance Program (HNMP), authorized by Item 2240-103-0001 of Section 2.00 of the Budget Act of 2022 (Chapter 43 of the Statutes of 2022) and Chapter 11.8 (commencing with Section 50811) of Part 2 of Division 31 of the Health and Safety Code (HNMP Allocation Acceptance Form).

 

The allocation notice was received by the Human Services Agency (HSA) Director, and in order to receive the funding allocation, the County must submit a signed allocation acceptance form and signed resolution to the HCD no later than 5:00 p.m. on Thursday, December 1, 2022. HSA has requested an extension from HCD to accommodate the timing of this resolution.

 

DISCUSSION:

HSA recommends authorizing the Director of HSA, or designee, to apply for and accept funds on behalf of the County of San Mateo (Applicant) in accordance with the THP and HNMP Allocation Acceptance forms, other applicable rules and laws, the THP and HNMP Program Documents, and any and all THP and HNMP requirements.

 

These allocations support housing navigators and other housing services that will help young adults (ages 18 to 24) secure and maintain housing, with priority given to young adults in the foster care system.

 

Specifically, the HNMP program funds housing navigators that act as housing specialists to assist young adults with locating available housing and overcoming barriers to locating housing. Housing navigation services may include, but are not limited to, assisting young adults with securing and maintaining housing (with priority access given to young adults in the State's foster care system); providing housing case management services; homeless prevention services; and improved coordination of serves and linkages to key resources across the community, including those from within the child welfare system and the County’s Continuum of Care (CoC).

 

The THP funds will be used to help young adults secure and maintain housing, with priority given to young adults formerly in the State's foster care or probation systems. Use of funds may include, but are not limited to, identifying and assisting with housing services to secure and maintain housing (with priority given to those in the State’s foster care or probation system); improved coordination of services and linkages to community resources within the child welfare system and the CoC; and will provide engagement in outreach and targeting to serve those with the most severe needs.

 

The resolution has been reviewed and approved by County Attorney as to form.

 

FISCAL IMPACT:

The Transitional Housing Program Round 4 Allocation amount of $159,408 is unanticipated revenue. The Housing Navigation and Maintenance Program Round 1 Allocation amount of $87,817 is unanticipated revenue. There is sufficient appropriation in the FY 2022-23 Adopted Budget to accommodate these new grants.

There is no Net County Cost associated with the acceptance of these grants.
