BACKGROUND:

In December 2020, the County of San Mateo acquired a 74-unit building in Redwood City that was formerly the Pacific Inn Hotel.  

 

In November 2020, the Human Services Agency (HSA) and the Department of Housing (DOH) collaborated to issue a Request for Offers, as a follow-up to a Request for Proposals for Homeless Shelter Operations from a prior year, given the need to identify an organization quickly to operate this new Homekey-funded shelter (Pacific Shelter).  Samaritan House was selected based on their experience and overall program approach, as outlined in the RFP evaluation criteria.

 

On February 24, 2021, DOH entered into an agreement with Samaritan House to provide homeless shelter services at the Pacific Shelter for the term of January 1, 2021 through June 30, 2022, for a total obligation amount of $2,760,000. Under this agreement, Samaritan House provided safe temporary living accommodations and intensive on-site support services - including housing-focused case management, service linkages, and facilities operations - to assist adult households experiencing homelessness with finding and moving into permanent housing.

 

The DOH agreement with Samaritan House is being amended to extend the term of the contract with Samaritan House through December 31, 2022, for an additional $1,167.024.

 

The DOH grant funding supporting this agreement will no longer be available after December 2022.

 

There remains a critical need for homeless shelter services - and non-congregate shelter services, in particular - in San Mateo County and the need has been exacerbated by the COVID-19 pandemic. Samaritan House is the current contractor for services at the shelter.

 

DISCUSSION:

HSA is proposing the County enter into an agreement with Samaritan House to continue to operate Pacific Shelter and provide non-congregate homeless shelter services for the term of January 1, 2023 through June 30, 2023, for a total obligation amount of $1,167,064. Under this agreement, Samaritan House will continue to provide non-congregate homeless shelter services at Pacific Shelter. The services include 24/7 staffing, housing-focused case management, and service linkages to connect clients to other support services that may help them achieve permanent housing. Samaritan House will also provide meals and assistance connecting clients to other needed resources.

 

The agreement and resolution have been reviewed and approved by County Attorney as to form. 

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

 

It is anticipated for the term of this agreement that 30% of adult households exiting the program will do so into a permanent housing situation.

FISCAL IMPACT:

This term of this agreement is January 1, 2023 to June 30, 2023, for a total obligation amount of $1,167,064. This agreement is funded by Measure K, HHAP and ESG-CV. Budgetary appropriation for this agreement is included in the FY 2022-23.
