Adopt a resolution authorizing an agreement with Smith Strategics for the Northern California Regional Intelligence Center for a term commencing November 1, 2022, through May 31, 2023, in an amount not to exceed $239,000.

BACKGROUND:
On January 11, 2022, through Resolution No. 078660, your Board approved the agreement with the City and County of San Francisco for the distribution of FY 2021 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC), in the amount of $6,597,741, and for a term commencing November 1, 2021, through December 31, 2022.
On October 4, 2022, through Resolution No. 079226, your Board approved the First Amendment to the FY 2021 UASI grant agreement, increasing the amount to $7,628,991, and extending the term to May 31, 2023. The additional funds were approved to deliver standardized and specialized trainings and symposiums for domestic terrorism, domestic violent extremism prevention, and crime gun intelligence for law enforcement personnel and other participants operating in the NCRIC’s area of responsibility.
On November 8, 2022, the California Office of Emergency Services (Cal OES) approved the NCRIC’s request for a noncompetitive procurement contract with Smith Strategics for a term commencing November 1, 2022, through May 31, 2023, in an amount not to exceed $239,000. Smith Strategics will provide multiple deliveries of the following four courses for the NCRIC:
- Behavioral Threat Assessment: Preventing the Active Shooter
- Advanced Threat Assessment: Preventing Mass Casualty Attacks
- Domestic Violent Extremists
- Sovereign Citizen Extremists
DISCUSSION:
Smith Strategics is the only vendor authorized by the United States Department of Homeland Security/Federal Emergency Management Agency to deliver the four courses listed above. In addition, the content included in these courses are proprietary to the vendor. Therefore, the Sheriff’s Office is requesting this Board to authorize an agreement with Smith Strategics to provide multiple deliveries of these four courses during the term November 1, 2022, through May 31, 2023, in an amount not to exceed $239,000.
The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to this agreement which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term and/or services is/are within the current or revised fiscal provisions.
The County Attorney has reviewed and approved the Resolution and agreement as to form.

FISCAL IMPACT:
The agreement with Smith Strategics is for a term commencing November 1, 2022, through May 31, 2023, in an amount not to exceed $239,000. All costs associated with this agreement are 100% reimbursable from federal, state, and local funds. There will be no Net County Cost incurred.
