B)                     The Chief of San Mateo County Health or the Chief’s designee to execute provider agreements, during or for the term of January 1, 2023, through December 31, 2023, in an amount not to exceed $1,346,243.

BACKGROUND:

This Board, acting as the Governing Board for the Area Agency on Aging (AAA), approves the acceptance of funding from the California Department of Aging (CDA) for AAA programs. In May 2021, CDA submitted a Budget Change Proposal to the State, requesting a one-time General Fund augmentation of $106,000,000 to be spent over three fiscal years (2021-22, 2022-23, and 2023-24) to strengthen older adults’ recovery and resilience, with respect to the severe isolation and health impacts from staying at home for over a year due to the COVID-19 pandemic.

 

Aging and Adult Services (AAS), the County’s AAA, already contracts with a variety of community-based agencies to implement programs that achieve the Area Plan’s goals and objectives with Older Americans Act (OAA) funding. In February 2022, AAS issued a Request for Proposals (RFP) for the provision of OAA services to older adults and adults with disabilities for the term of July 1, 2022, through June 30, 2026. The RFP Evaluation Committee selected 21 community providers for OAA services.

 

CDA is now releasing Older Adults’ Recovery and Resilience (OARR) money to AAAs across California. The total OARR funding for San Mateo County is $1,346,243 for the following programs: 1) Title IIIE Family Caregiver Support Program (FCSP) in the amount of $73,487; 2) Title IIIB Senior Legal Services in the amount of $471,920; 3) Dignity at Home Fall Prevention Program in the amount of $247,020; and 4) Nutrition and Intergenerational Activities Program in the amount of $553,816. These programs are already operational in the County with OAA funding; only the Intergenerational Activities Program is new.

 

DISCUSSION:

OARR funding’s main goal is to target isolation and health needs, which will support older adults’ recovery and resilience as they are vaccinated and begin to reengage with in-person community activities and services. These funds will be allocated to the County’s existing OAA providers and contractors for the following programs:

 

1.                     Title IIIE FCSP: Provides a local, multifaceted system of support services to unpaid family caregivers of older adults, grandparents, or other older relatives, with primary caregiving responsibilities for a child, through access assistance, information services, respite care, supplemental service, and supportive services. OARR funds will help expand current services.

 

2.                     Title IIIB Senior Legal Services Program: Expands existing legal services that assist older adults and older adults with disabilities, with a variety of legal problems concerning housing, consumer fraud, elder abuse, Social Security, Supplemental Security Income, Medicare, Medi-Cal, age discrimination, pensions, nursing homes, protective services, conservatorships, and other matters.

 

3.                     Dignity at Home Fall Prevention: Provides fall prevention modifications, education, outreach, and training to reduce falls in older adults and adults with disabilities.

 

4.                     Intergenerational Activities Program: 1) Support AAAs and their service providers in developing partnerships and efforts, including the planning, development, and implementation of intergenerational activities with younger generations. 2) Supports AAAs and their service providers in serving more meals to older adults to help bridge the significant food gap that exists in California.

 

Given the recency of the OAA RFP and the fact that these services are nearly identical to the existing OAA programs, the AAA is proposing to execute OARR provider agreements with the County’s OAA providers. AAS is in ongoing discussions with those contractors to see which organizations will provide each OARR service.

 

The resolution has been reviewed and approved by the County Attorney as to form. The forthcoming provider agreements will be approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations.

 

It is anticipated that 2,000 unduplicated older adults and family caregivers will be served by OARR-funded programs.

FISCAL IMPACT:

The term of the OAA provider agreements is January 1, 2023 through December 31, 2023. The amount of the agreement is not to exceed $1,346,243 for the one-year term. Federal funds will cover 100% of the costs. There is no Net County Cost associated with these provider agreements.
