BACKGROUND:
In order to address problems associated with alcohol and drug use and to improve the overall health and well-being of the community, San Mateo County Behavioral Health and Recovery Services (BHRS) and Alcohol and Other Drug Services (AOD) have developed a Strategic Prevention Framework plan to create a sustainable, community-based, and prevention-focused infrastructure that will build partnerships between local government agencies, schools, faith-based organizations, law enforcement, community-based organizations, businesses, and residents.

In February 2019, BHRS released a Request for Proposals for evaluation activities for AOD and Tobacco Prevention Program (TPP). The Center for Applied Research Solutions (CARS) was awarded the contract in June 2019 and entered into an agreement with BHRS for the term of March 10, 2020, through June 30, 2022, in an amount not to exceed $270,000.

DISCUSSION:
CARS will provide evaluation activities for AOD and the TPP. Services include assessments of: existing federal, state, and local substance use resources; impact of marketing efforts; outcome of programmatic and policy-related activities; and selected program strategies and their effectiveness in meeting the needs of County residents.
