BACKGROUND:

On April 19, 2022, this Board adopted Resolution No. 078842, which adopted plans and specifications including conformance with prevailing wage scale requirements and called for sealed bid proposals for the Higgins Canyon Road Bridge at Mills Creek Embankment and Wingwall Repairs Project (Project).

 

On June 14, 2022, this Board adopted Resolution No. 078956 which authorized an agreement with Advanced Geotechniques, Inc. (AGI), with a not-to-exceed amount of $456,472 for the Project and authorized the Director of Public Works to execute change orders in an amount not to exceed $41,497.

 

DISCUSSION:

During construction, it was observed that the existing site conditions had deteriorated, changed, or presented unanticipated circumstances since the time of the Project bid.  These issues resulted in a lower than anticipated surface elevation at the top of the proposed wall, the existing sacked concrete weir was much larger than originally anticipated, and additional tree work was required to facilitate the construction.

 

These unexpected changes led to extending the length of the proposed wall, additional concrete removal work associated with the existing sacked concrete weir, and completing additional tree removal and tree protection measures. The Department is requesting additional funds in addition to those outlined above to be prepared to address unknown issues and not delay the completion of the Project

 

Based on the additional cost of the extra work and the remaining change order balance, the Department is recommending that the not-to-exceed amount of the contract be increased by $25,000. The Department recommends that this Board approve the recommended contract increase amount to facilitate completion of the Project.

 

County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The new not-to-exceed amount of the Advanced Geotechniques, Inc. contract is $481,472. The recommended increase of the Project contract by $25,000 will allow for the payment to the Contractor the complete the above-described unanticipated and additional work.

 

There are sufficient SB1 Funds to support the increase.

 

There is no impact to the General Fund.
