B)                     Authorizing the Sheriff or Sheriff designee(s), Homeland Security Director or the Northern California Regional Intelligence Center Director to execute on behalf of the County of San Mateo all materials required under the application package, including but not limited to, applications, financial management workbooks, contracts, agreements, amendments, reimbursement requests, budget modifications, and grant assurances, for the purpose of securing and expending funds that may be awarded pursuant to the grant applications, and implementing and carrying out the purposes specified in the grant applications.

BACKGROUND:

Since 2001, the Sheriff’s Office has applied for and has received United States Department of Homeland Security’s (US DHS) Homeland Security Grant Program (HSGP) funds from the State of California Office of Emergency Services (Cal OES).  These funds have been utilized and will continue to be utilized to enhance the capabilities of local first responders, prevent terrorist attacks, prepare for threats and hazards that pose a risk to the security of the region and nation, as well as to fund the Northern California Regional Intelligence Center (NCRIC) fusion center, which serves as the focal point for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial, and private sector partners.

 

Prior to the FY2020 HSGP grant application, Cal OES required an annual Governing Body Resolution to be submitted with each application.  However, on August 28, 2020, Cal OES issued Grant Management Memorandum 2020-18, that allows Governing Body Resolutions to be valid for up to three grant years. 

 

On January 5, 2021, your Board approved the Sheriff or Sheriff designee(s) to submit and execute grant applications and documents for grant years FY2020, FY2021, and FY2022 under Resolution No. 077934.

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee(s) to submit a grant application to Cal OES for the FY2023 HSGP grant in an amount not to exceed $4,000,000, to improve the preparedness, response, and recovery plans and procedures.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee(s), Homeland Security Director or the NCRIC Director to execute all materials and documents for the FY2023 HSGP application package that is required by US DHS and Cal OES.

 

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee(s), Homeland Security Director or the NCRIC Director to submit and execute application packages for the FY2024 and FY2025 grants, in amounts not to exceed $4,000,000 each, when they become available to the Sheriff’s Office by Cal OES.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The Sheriff’s Office will administer the FY2023, FY2024, and FY2025 HSGP grants.  Each grant award will be in an amount not to exceed $4,000,000.  There will be no Net County Cost incurred.
