Adopt a resolution authorizing an agreement with the City and County of San Francisco Mayor’s Office of Housing and Community Development for funding to provide housing and related services to persons living with HIV/AIDs for the term of July 1, 2022, through June 30, 2023, in an amount not to exceed $832,116.

BACKGROUND:
The San Mateo STD/HIV Program (SMSHP) provides housing and related services to San Mateo County residents living with HIV. Funding for these services comes from the Department of Housing and Urban Development, which allocates funding for the Housing Opportunities for Persons with AIDS Program. These funds are administered by the San Francisco Eligible Metropolitan Area: The City and County of San Francisco Mayor’s Office of Housing and Community Development (SFMHCD).
DISCUSSION:
Most of the funding received under this agreement ($727,616) will be used to contract with a provider of housing services for short-term rent, mortgage assistance and case management services. A small amount of the grant ($104,500) will offset the cost of two Benefits Counselor positions, providing services at SMSHP. This contract is late due to delays from the federal government in releasing funding amounts to SFMHCD.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that these services will enable 95% of clients receiving housing assistance services to maintain or improve their quality of life.

FISCAL IMPACT:
The term of the agreement is July 1, 2022, through June 30, 2023. The amount of the agreement is not to exceed $832,116 for the one-year term. These funds are included in the Public Health, Policy, and Planning FY 2022-23 Recommended Budget.
Since the County is receiving these grant funds from SFMHCD, there is no Net County Cost associated with this agreement.
