Adopt a resolution authorizing an agreement with the California Department of Public Health to provide funding to San Mateo County Health to conduct public health emergency preparedness activities, for the term of July 1, 2022, through June 30, 2027, in an amount not to exceed $5,921,919.

BACKGROUND:
Federal funds have been made available through the states for the enhancement of national public health and medical emergency preparedness and response infrastructure. The funds are to be used for: public health and medical emergency preparedness and response planning, training, medical and laboratory supplies, and equipment; disease and outbreak surveillance and response; vaccination and anti-viral medications distribution; and the development of caches of emergency stockpiles to support public health and medical surge needs.
DISCUSSION:
San Mateo County Health’s Emergency Medical Services (EMS) division is responsible for coordinating emergency disaster planning and response for the County health system.
In June 2022, the California Department of Public Health (CDPH) awarded EMS new grant funding for public health and medical emergency preparedness activities. For the five-year grant term, EMS will continue to work with health system partners to ensure a health system ready and prepared to respond. Key grant funded activities include: (1) emergency preparedness trainings and collaboration with local health care providers; (2) epidemiological and disease surveillance, investigation, and laboratory testing enhancements; (3) pandemic influenza planning including emergency medical material supply storage; and (4) enhancements to emergency communication systems with first responder providers, local hospitals and care sites.
This agreement is coming to this Board late because the final funding agreement was not made available to EMS for review and acceptance until September 30, 2022.
It is anticipated that by the end of FY 2022-23, 25 health system stakeholder organizations including healthcare facilities and emergency service provider agencies will participate in a large-scale health emergency preparedness and response exercise coordinated by EMS.

FISCAL IMPACT:
The term of the agreement is July 1, 2022, through June 30, 2027. The amount of the agreement is not to exceed $5,921,919 for the five-year term. Funds in the amount of $1,184,383 have been included in the EMS FY 2022-23 Adopted Budget. Similar arrangements will be made for future years. Since the County is receiving these funds, there is no Net County Cost associated with this agreement. As required in the terms of the agreement, all funds received will be placed in the Local Public Health Preparedness Trust Fund established for this purpose.
