BACKGROUND:

On January 11, 2022, through Resolution No. 078660, your Board approved the agreement with the City and County of San Francisco (CCSF) for the distribution of FY 2021 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC) in the amount of $6,597,741, and for a term commencing November 1, 2021, through December 31, 2022.

 

On August 30, 2022, the CCSF issued a first amendment to the FY 2021 UASI grant agreement, increasing the amount by $671,250 to $7,268,991, and extending the term to May 31, 2023.  These additional funds will be used to deliver standardized and specialized trainings and symposiums for domestic terrorism, domestic violent extremism prevention and crime gun intelligence for law enforcement personnel and other participants operating in the NCRIC’s area of responsibility.

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to accept the first amendment to the agreement with the CCSF for the distribution of FY 2021 UASI grant funds that increases the amount to $7,268,991 and extends the term to May 31, 2023.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000(in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Attorney has reviewed and approved the Resolution and the first amendment to the FY 2021 UASI grant agreement as to form.

FISCAL IMPACT:

The first amendment to the agreement is for a term commencing November 1, 2021, through May 31, 2023, in an amount not to exceed $7,268,991.  All costs associated with the NCRIC operation are 100% reimbursable from federal, state, and local funds.  There will be no Net County Cost incurred.
