BACKGROUND:
Environmental Health Services' (EHS) Household Hazardous Waste (HHW) program was formally established in 1992, after passage of AB 939, the California Integrated Waste Management Act. This State law requires local jurisdictions, such as the County, to manage household hazardous waste programs to provide opportunities for residents, small businesses, and municipalities to safely reduce, reuse, recycle and/or dispose of residential hazardous wastes.

In operating its HHW program, EHS contracts with vendors to provide additional labor, equipment, supplies, transportation, and hazardous waste disposal services to support the collection of household hazardous waste. In March 2021, EHS conducted a Request for Proposals (RFP) to provide additional labor, equipment, supplies, transportation, and disposal services related to household hazardous wastes. EHS selected a provider, based on its ability to provide services, qualifications, and its competitive pricing. EHS now requires assistance in operating the HHW program, and thus seeks to contract with an additional provider to support the HHW program services.
