BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

DISCUSSION:
This is a request to authorize a grant to CoastPride, and resulting grant agreement, in an amount not to exceed $15,000, to support a part-time administrative coordinator. The County Executive’s Office will administer and manage the proposed agreement.
The CoastPride Center (CPC) opened in Half Moon Bay on June 1, 2021. The community center is the center of events, gatherings, and operations for CoastPride. Community centers are vital players in the LGBTQI+ movement and provide an invaluable link between LGBTQI+ people and local, state, and national efforts to advance equity. This community center makes services visible and accessible to a more diverse Coastside community, including many more LGBTQI+ people of color, low-income people, and rural residents from Pescadero to Pacifica.
CoastPride is using several innovative/low-cost measures, such as volunteers, need-based services, strategic collaboration, and evidence-based interventions and referrals. The community center serves LGBTQI+ persons and allies, and most importantly, signals to all who are fortunate to live, visit or work on the Coastside that people of all sexual orientations and gender identities and expressions are welcome here.
On June 29, 2021, the Board of Supervisors approved a grant of $35,000 of Measure K reserves to support a part-time administrative coordinator for one year July 2021 to July 2022. The current proposed Measure K funds will continue this partial support for a part-time administrative coordinator at 20 hours per week; responsibilities include managing the office, volunteer shifts, donations, visitor tracking; updating the website with timely information and regular events and programs; working on events with volunteers and board members; and managing the organization’s constituent relations database, DonorPerfect.

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-2023 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Approved Recommended Budget.
