BACKGROUND:
The Emergency Medical Care Committee (EMCC) is responsible for reviewing and reporting its observations and recommendations to the San Mateo County Board of Supervisors and local Emergency Medical Services Agency (EMS Agency) regarding the emergency medical services system. The Committee monitors and presents recommendations to improve emergency medical care in San Mateo County.

The EMCC consists of 20 members appointed by the Board, for terms of four years, for up to three consecutive terms. Among EMCC's 20 members, it must have, among other requirements: Five (5) consumer representatives who have no pecuniary or professional interest in emergency medical care, and whose primary residence is in San Mateo County.

DISCUSSION:
Benjamin Martin is being recommended to serve on the EMCC representing Consumer, a seat formerly held by Annie Tsai who has resigned due to growing commitments. Upon approval of this appointment, the initial partial term would end March 31, 2026.

Sergeant Joe DeSousa is being recommended to serve as a categorical member representing the California Highway Patrol (CHP), a seat with an existing term ending March 31, 2023, formerly held by Sergeant Damien Warner who has transferred outside of San Mateo County.
