Adopt a resolution authorizing an agreement with Gainwell Technologies to assist in modernizing the Human Services Agency's benefits issuance system for the term of October 1, 2022, through December 31, 2023, for an amount not to exceed $398,994.

BACKGROUND:
The State of California is consolidating all welfare systems into a single California Statewide Automated Welfare System (CalSAWS). This system supports case management and eligibility determination of benefits to children, families, and individuals in all 58 California counties. The State will complete integration of all 58 counties by June 2023.
The Information Services Department (ISD) supports the Human Services Agency's (HSA) daily benefits issuance system that provides financial assistance to 30,737 clients.
On January 19, 2022, ISD released a Request for Proposals (RFP), RFP# ISD-20221853, seeking proposals to provide assistance in modernizing the benefits issuance system in support of the migration to CalSAWS.
DISCUSSION:
On behalf of HSA, ISD is managing a project that will modernize the legacy programming of the benefits issuance system. Modernizing the system will provide enhanced monitoring capabilities, improve scalability, and prepare the County for the changes in payment processing information, as a result of migration to CalSAWS.
Four RFP proposals were received and reviewed by a committee consisting of ISD staff. Gainwell Technologies LLC was selected based on their method, approach, and proposal of a solution at a reasonable cost that best meets the County's business criteria and technical requirements.
