Adopt a resolution authorizing execution of agreements with (1) Sitike Counseling Center and (2) El Centro de Libertad to provide alcohol and other drug assessment and testing services for the term of October 1, 2022 through September 30, 2025 in an amount not to exceed $240,000 each.

BACKGROUND:
The Human Services Agency's (HSA) Children and Family Services (CFS) branch utilizes contractors to provide alcohol and other drug assessments and testing for families connected to services. Substance abuse assessments and tests are critical tools that help social workers continuously assess parents' protective capacity to safely care for their children.
Testing services are the first step towards determining treatment plans for families and caregivers impacted by substance abuse. Drug assessment recommendations and testing results allow social workers to provide individualized rehabilitation plans to meet the needs of the clients. Through these services, parents have an opportunity to remain clean and sober, and focus on reunifying with their children.
On January 10, 2022, HSA issued a Request for Proposals (RFP) to identify providers of alcohol and drug assessment and testing services. Sitike Counseling Center (Sitike) and El Centro de Libertad (El Centro) were selected as providers. Both providers met the County's drug testing program criteria as listed in the RFP.
