Adopt a resolution authorizing an amendment to the agreement with Hubert Shih, MD extending the term of the agreement by one month through October 31, 2022, and increasing the amount payable under the agreement by $25,000 to an amount not to exceed $650,000.

BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population. Since 2019 Hubert Shih, MD has provided plastic surgery services for San Mateo Medical Center (SMMC).
DISCUSSION:
Under this amendment Dr. Shih has agreed to continue to provide plastic surgery services for one month, to allow for additional time to negotiate a new agreement.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that 100% of plastic surgery services provided under this agreement will adhere to the infection control standards, as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, to reduce the risk of infections.

FISCAL IMPACT:
The term of the amended agreement is October 1, 2020 through October 31, 2022. The amendment increases the contract amount by $25,000 to an amount not to exceed $650,000 for the twenty-five-month term. Funds in the amount of $25,000 are included in the SMMC FY 2022-23 Adopted Budget.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
