BACKGROUND:

North Fair Oaks is an unincorporated part of San Mateo County comprising approximately 798 acres, bound by the City of Redwood City to the north, west and southwest, Town of Atherton to the east, and City of Menlo Park to the northeast. In 1979, the Board of Supervisors adopted the North Fair Oaks Community Plan as a subset of the County’s general Plan, governing land use in North Fair Oaks and incorporating policies and programs addressing a range of issues related to development, infrastructure, and other aspects of the community.

 

On November 15, 2011, the Board of Supervisors adopted an amendment to the North Fair Oaks Community Plan that was developed in collaboration with a steering committee made up of residents and stakeholders in North Fair Oaks; the County Housing, Health, Parks, and Public Works Departments; SamTrans; and the County’s District 4 Supervisor’s office. The amended community plan established the vision, goals for development, and physical composition of North Fair Oaks for the next 25 to 30 years, and incorporated new policies, programs, regulations, and strategies to the meet the needs of current and future residents and workers.

 

DISCUSSION:

A Request for Proposals (RFP) was issued on May 6, 2022, seeking applications from consultants to evaluate progress made towards implementing the North Fair Oaks Community Plan adopted in 2011, to recommend implementation actions that address the highest priorities of current North Fair Oaks residents and businesses, and to develop performance measurements and dashboards to gauge future progress. One application was received from Good City Company. Staff has determined Good City Company possesses the requisite skills and experience, and is recommending approval of an agreement for a term of October 1, 2022, through September 30, 2023, in an amount not-to-exceed $227,000.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

Sufficient appropriations have been included in the FY 2022-23 Approved Recommended Budget. There is no additional Net County Cost associated with this contract.
