BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9 and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisors Pine and Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects.
District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
PROJECT SUMMARY:
This is a request to authorize a transfer of funds from Non-Departmental Services to the Parks Department in an amount not to exceed $55,221, in order to provide four all-terrain wheelchairs, four new water fountains, and two Magic Mountain Playground equipment amenities for Coyote Point Park.
All-Terrain Wheelchairs: The Parks Department will purchase four all-terrain wheelchairs for public use at the Coyote Point Park Eastern Promenade. Each wheelchair will cost approximately $3,000 ($12,000 total); and, with the purchase of four, multiple people can benefit from the service simultaneously. During the first year of service, only two wheelchairs will be made available. This will allow staff to refine the process of issuing the wheelchairs, collecting them at the end of the day, and maintaining the wheelchairs. If approved, the wheelchairs would be purchased and made available by the fall of 2022 (provided there are no issues with delivery of the products). No service would be provided during the winter months due to weather conditions.
Water Fountains: The Parks Department will purchase and install four water fountains at Coyote Point Park. In total, the four water fountains will cost approximately $33,147. Each fountain contains four points of water distribution: a water bottle filler; an ADA water distributor; a non-ADA water distributor; and a bowl for dogs. If approved, the water fountains would be purchased and installed by the end of 2022 (the Department anticipates between one and two months for the fountains to be delivered).
Magic Mountain Playground: The Magic Mountain Playground in Coyote Point Park needs two pieces of replacement equipment - a climbing robe and an ADA swing. The climbing rope, which costs $8,294 for purchase and installation, allows children to safely climb a wood wall and access the slide. The original ADA swing broke some months ago and there is currently no child ADA swing available for use at this time. The swing will cost approximately $1,780 to purchase and install. If approved, the new play equipment would be purchased and made available by the end of 2022 (provided there are no issues with delivery of the products).

The County Attorney’s Office has reviewed and approved the ATR as to form.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Approved Recommended Budget.
