A)                     Authorizing the Director of the Department of Housing or designee to execute an amendment to the agreement with Samaritan House to increase the existing obligation, using Homekey and Chan Zuckerberg Initiative (CZI) funds, by an amount not to exceed $1,101,186.85 for a new total obligation amount not to exceed $3,861,186.85 for the term January 1, 2021 through December 31, 2022 to continue funding operating costs at Pacific Inn; and

 

B)                     Authorizing and directing the Department of Housing to accept $965,000 in CZI funds awarded by Enterprise Community Partners, Inc. for operating costs at Pacific Inn; and

 

C)                     Authorizing and directing the Director of the Department of Housing or designee, to enter into an agreement, amendment, or any and all other documents, which are related to the Homekey and CZI funds awarded to Pacific Inn.

BACKGROUND:

In December 2020, the State of California Department of Housing and Community Development (“HCD”) awarded San Mateo County (“County”) $15,835,000 in Homekey funds to purchase, rehabilitate, and operate Pacific Inn as a 74-unit non-congregate shelter serving adults experiencing homelessness (“Project”). In partnership with HCD, Enterprise Community Partners, Inc. (“Enterprise”) made available $46 million to support operating costs and wraparound services for projects assisted by Project Homekey. Enterprise awarded a grant of $965,000 in Chan Zuckerberg Initiative (“CZI”) funds to the County to fund operating costs for the Project. 

 

On July 7, 2020, the Board passed and adopted Resolution No. 077589, authorizing DOH to accept a first allocation of Emergency Solutions Grant Coronavirus Program (“ESG-CV”) funding from State in an amount of $833,900 to support the operations of two non-congregate shelter programs and to execute contracts with awardees. On November 10, 2020, the Board passed and adopted Resolution No. 077846 authorizing DOH to accept a second allocation of ESG-CV funding from the State in an amount of $12,372,664. On November 13, 2020, the County of San Mateo Human Services Agency and DOH issued a Request for Offers (“RFO”) for a Project Homekey Shelter Program with funding from ESG-CV. Through the RFO, Samaritan House was selected to provide homeless shelter services at the Project and entered into an agreement with DOH in the amount of $2,760,000 for the term January 1, 2021 through June 30, 2022.

 

DISCUSSION:

Samaritan House has been providing shelter operation services at Pacific Inn by providing safe temporary living accommodations and intensive on-site support services including housing-focused case management, service linkages, and facilities operations to assist chronically homeless clients with the highest needs, including mental and physical health challenges, with the goal of moving clients into into permanent housing as quickly as possible. DOH recommends that the Board authorize the extension of the existing contract term through December 31, 2022 and increase the total obligation by an amount not to exceed $1,101,186.85, comprised of up to $835,000 in Homekey funds and up to $965,000 in CZI funds, for a new total obligation amount not to exceed $3,861,186.85 for Samaritan House to continue providing shelter operation services at Pacific Inn.

 

County Attorney has reviewed and approved the resolution as to form. The amendment is subject to County Attorney review and approval.  

 

FISCAL IMPACT:

The term of this agreement is January 1, 2021 through December 31, 2022 for a total obligation amount not to exceed $3,861,186.85. This agreement is funded by a combination of Homekey and CZI funds. Budgetary appropriation for this agreement is included in the FY 2022-23 Recommended Budget. There is no Net County Cost associated with this agreement.
