BACKGROUND:

For over 20 years, Behavioral Health and Recovery Services (BHRS) has contracted with Our Common Ground, Inc. (OCG) to provide substance use disorder outpatient and residential treatment services to San Mateo County adults with substance abuse and addiction problems. 

 

In April 2016, the California Department of Health Care Services (DHCS) and the federal government approved the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver for substance use disorder treatment services. In February 2017, OCG began providing services under the DMC-ODS waiver, which allowed OCG and other providers to bill for many more services than they were able to previously.

 

On July 1, 2021, the Board approved an agreement with OCG to provide substance use disorder treatment services, for the term July 1, 2021, through June 30, 2022, in the amount of $3,758,357.

 

DISCUSSION:

Through this amendment, OCG will continue to provide substance use disorder outpatient and residential treatment services.  Services include individual therapy, individual counseling, group therapy, anger management, family therapy, and room and board. OCG’s treatment approach is a strength-based Modified Therapeutic Community Model, which values relationships and views the clients in light of their competencies rather than their deficiencies. Success is based upon individual progress in treatment, while concentrating on academic and vocational pursuits. This amendment also includes a Cost-of-Living Adjustment (COLA) of 3% for FY2021-22 and 3% in FY2022-23, as previously approved by the Board. 

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The amendment to the agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 70% of program participants will achieve a successful treatment discharge.

FISCAL IMPACT:

The new term of the agreement is July 1, 2021, through June 30, 2023. The amendment increases the contract amount by $4,099,992 to a new maximum of $7,858,349 for the two-year term. Of the increase, $112,751 is for FY 2021-22 COLA, which is included in the BHRS FY 2021-22 Adopted Budget. The maximum for FY 2022-23 is $3,987,241, which is included in the BHRS FY 2022-23 Recommended Budget. Of that amount, Federal Financial Participation will fund $1,790,698 of the amendment; 2011 Realignment will fund $651,720; AB 109 will fund $357,335; Substance Abuse Block Grant will fund $298,418; Diversion Grant will fund $229,089; Mental Health Services Act will fund $38,488 and the remaining $734,244 will be funded by Net County Cost.
