Adopt a resolution authorizing an amendment to the agreement with Resource Development Associates for Mental Health Services Act evaluation and technical assistance services increasing the amount by $241,630 to an amount not to exceed $649,735 with no change to the agreement term.

BACKGROUND:
Resource Development Associates (RDA) has provided evaluation services specifically to Mental Health Services Act (MHSA) Innovation (INN) pilot programs and technical assistance services for MHSA administration, implementation and reporting across MHSA components and programs since 2016.
MHSA legislation requires ongoing planning, evaluation and reporting of all MHSA components and funded programs. Behavioral Health and Recovery Services (BHRS) often contracts with independent consultants to meet these annual MHSA legislation obligations.
BHRS selected RDA to provide these services via a Request for Proposals (RFP) process for Evaluation and Technical Assistance Services.
In June 2021, this Board approved an agreement with RDA to provide MHSA evaluation and technical assistance service, in the amount of $383,105, for the term July 1, 2021 through June 30, 2024.
In September 2021, the Chief of San Mateo County Health approved a first amendment to the agreement with RDA to extend the term of the Technical Assistance: Cari?o Project Data Capacity Support and Prevention and Early Intervention (PEI) Data Support through December 31, 2021, with no change to the maximum amount or to the term of the agreement.
