BACKGROUND:

Resource Development Associates (RDA) has provided evaluation services specifically to Mental Health Services Act (MHSA) Innovation (INN) pilot programs and technical assistance services for MHSA administration, implementation and reporting across MHSA components and programs since 2016.

 

MHSA legislation requires ongoing planning, evaluation and reporting of all MHSA components and funded programs.  Behavioral Health and Recovery Services (BHRS) often contracts with independent consultants to meet these annual MHSA legislation obligations.

 

BHRS selected RDA to provide these services via a Request for Proposals (RFP) process for Evaluation and Technical Assistance Services.

 

In June 2021, this Board approved an agreement with RDA to provide MHSA evaluation and technical assistance service, in the amount of $383,105, for the term July 1, 2021 through June 30, 2024.

 

In September 2021, the Chief of San Mateo County Health approved a first amendment to the agreement with RDA to extend the term of the Technical Assistance: Cariño Project Data Capacity Support and Prevention and Early Intervention (PEI) Data Support through December 31, 2021, with no change to the maximum amount or to the term of the agreement.

 

In November 2021, the Chief of San Mateo County Health approved a second amendment to the agreement with RDA to add Technical Assistance: PEI Three-Year Evaluation Report through January 31, 2022, increasing the agreement amount by $25,000 to an amount not to exceed $408,105 and with no change to the term of the agreement.

 

The PEI component of MHSA now requires reporting of outcome data for all PEI programs. RDA has been providing technical assistance to 10 PEI programs regarding data collection and reporting processes including review and selection of appropriate tools and indicators.

Additionally, MHFA class offerings have increased significantly this year as a direct response to a growing need in local communities for mental health training and resources. This includes the San Mateo County Mayors Mental Health Initiative, which launched this January 2022 and will offer MHFA trainings across 16 cities countywide. RDA will support the evaluation services for these, and other mental health classes offered to the San Mateo County community

Since 2016, RDA has provided program planning services that led to successful MHSA PEI, direct treatment, and workforce training projects.  RDA has developed annual evaluation reports for all MHSA Innovation projects including the San Mateo County Pride Center, the Health Ambassador Program for Youth and the Neurosequential Model of Therapeutics in an Adult System of Care. The reports are shared annually with MHSA stakeholders, submitted to the State Department of Health Care Services and the Mental Health Services Oversight Commission, and have supported successful innovation extension requests and sustainability planning. 

 

DISCUSSION:

BHRS is requesting to amend its current agreement with RDA to add PEI Data Support services through June 30, 2022 (ie, the end of the project term).  The amendment would also include evaluation services for Adult Mental Health First Aid, Youth Mental Health First Aid and Parent Project services through June 30, 2024.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate). The amendment and resolution have been reviewed and approved by the County Attorney as to form.

 

The County’s Contract Compliance Committee has approved a waiver request for this agreement, to extend for more than three years.

 

PERFORMANCE MEASURE:

It is anticipated that 100% of the MHSA evaluation, reporting and planning requirements will be completed by RDA.

FISCAL IMPACT:

The term of the amended agreement is July 1, 2021 through June 30, 2024. The amount of the contract is not to exceed $649,735 for the three-year term. Funds in the amount of $252,735 are included in the BHRS FY 2021-22 Adopted Budget. Of that amount $116,855 will be funded by the MHSA Innovation component; $135,880 will be funded by the MHSA PEI component. For FY 2022-23, funds in the amount of $217,750 are included in the BHRS FY 2022-23 Recommended Budget. Of that amount $125,500 will be funded by MHSA Innovation; $92,250 will be funded by MHSA PEI. In FY 2023-24 the remaining amount of $179,250 will be funded as follows, $87,000 by MHSA Innovation and $92,250 by MHSA PEI.  There is no Net County Cost associated with this amendment.
