Adopt a resolution authorizing an agreement with Cielo House, Inc. for comprehensive treatment services for clients diagnosed with eating disorders for the term of July 1, 2022 through June 30, 2024, in an amount not to exceed $400,000.

BACKGROUND:
In 2018, Behavioral Health and Recovery Services (BHRS) identified a need to fill a service gap for Severely Mentally Ill (SMI) adult clients diagnosed with moderate to severe eating disorders, as defined in the DSM-5, that require a more specialized and intensive level of treatment. At the time, no BHRS clinic or program effectively addressed the comprehensive behavioral, dietary, and medical needs associated with moderate/severe eating disorders. BHRS reached out to several local providers. Cielo House Inc. (Cielo House) was one of two providers that met the requirements to provide comprehensive and specialized treatment for clients diagnosed with eating disorders such as anorexia, bulimia, binge eating disorder, and eating disorders not otherwise specified.
In July 2018, BHRS conducted an open and fair process to select a provider by obtaining three quotes. Cielo House submitted a quote and BHRS entered into an agreement with Cielo House for the term of July 26, 2018, through June 30, 2020, in an amount not to exceed $300,000.
The agreement was renewed for the term July 1, 2020 through June 30, 2022, in an amount not to exceed $400,000.
Residential treatment services are exempt from the Request for Proposal process under the B-1 Administrative Memorandum.
