A)                     Allen Bustos for an initial partial term ending December 31, 2022; and

 

B)                     Appollonia Uhila for a partial term ending December 31, 2024; and waiver of the County’s 12-year limitation of service on a commission for Uhila.

BACKGROUND:

For the efficient and effective statutory compliance of the review of juvenile operations in this county, the Court and the Board have agreed that the appointees by the Court to the Juvenile Justice Commission are appointed concurrently by the Board of Supervisors to the Juvenile Justice & Delinquency Prevention Commission.

 

The County of San Mateo has a standing resolution for its board and commission members that limits their service on a board or commission to 12 years, unless the Board of Supervisors waives that limitation for a specific member. 

 

DISCUSSION:

With the recommendation of the Juvenile Judge Susan Irene Etezadi, Presiding Judge Leland Davis, III has appointed Allen Bustos and Appollonia Uhila to the Juvenile Justice & Delinquency Prevention Commission for the term prescribed by law. Allen Bustos is being recommended for appointment to a seat formerly held by Aarman Khare-Arora, for an existing partial term ending on December 31, 2022. Appollonia Uhila is being recommended for appointment to a seat formerly held by Antoinette Barrack, for an existing partial term ending on December 31, 2024. This is a request that the Board of Supervisors appoints the above-listed commissioner to the Juvenile Justice & Delinquency Prevention Commission.

 

Allen is a second generation Filipino American born and raised in the Bay Area particularly in Daly City. As a son of immigrant parents he is a first generation college student who has achieved an Associates Degree in Interdisciplinary Studies and is a Public Health major at San Francisco State University with plans to pursue graduate studies in the Educational Leadership program. As a formerly incarcerated individual his efforts are to help bring forth change as a critical educator, restorative justice practitioner, activist, community organizer, and artist, so that there is a pathway to higher education for marginalized populations that is culturally and community responsive.

 

Appollonia ‘Mama Dee’ Uhila is founder of Anamatangi Polynesian Voices (APV), a grassroots nonprofit that has been serving the East Palo Alto, Belle Haven, and North Fair Oaks communities since the early 1990s. APV advocates for Pacific Islanders through cultural enrichment, influencing local policies that promote equity and increase opportunities throughout the community, related. Mama Dee also founded Pacific Islander Outreach & Home Study Groups which provided tutoring & after-school activities.

 

Mama Dee previously served as a commissioner for the JJDPC for three full terms.  However, she has not served in that capacity since 2010 and given her experience, ties to the community and commitment to service, it is recommended that the Board of Supervisors waive the limit for service contained in its standing resolution and allow Mama Dee Uhila to serve this partial term.
