Recommendation for one appointment and four reappointments to the Measure K Oversight Committee, each for a term ending June 30, 2026:

C)                     Ken Chin, representing District 2, for a third term; and

BACKGROUND:

The Measure K Oversight Committee was established following the voters’ approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.

 

On February 26, 2019, the Board of Supervisors, upon the recommendation of the Measure K Oversight Committee, adopted a resolution authorizing an increase in term length of up to four years (or a maximum of twelve years) and staggering the terms of service such that the terms of members do not all expire in the same year. The proposed appointments and reappointments achieve that staggering.

 

DISCUSSION:

Holly Chin is being recommended for appointment to represent District 5 on a seat formerly held by Tinisch Hollins.

 

Michael Salazar, Ken Chin, David Burow, and Michael C. Kovalich are being recommended for reappointments. Each member’s reappointment from 2019 was for a 3-year term in order to provide for the staggering of terms on the Committee. Approval of their reappointments would reflect 4-year terms as a third term from July 1, 2022 through June 30, 2026.

 

Holly Chin is a small-business owner, and her 18-year professional and leadership experience span across community organizing, non-profit executive leadership, political campaigns, organizational and program development, ethnic studies education, arts and culture, health administration, and video games/tech. She holds a bachelor’s degree in political science/law and society from UC Riverside and a master’s degree in Asian American studies from San Francisco State University.

 

Ken is a current School Board Trustee and former President of the San Mateo-Foster City School District. He has served in this position since 2018, first as an appointee and then was subsequently elected by the voters in 2019. 

 

Ken is also an extremely active community leader and a former civil servant. He is the Vice President of the San Mateo City Parks and Recreation Foundation and is a member of the City of San Mateo’s General Plan Sub-Committee. He also serves on the San Mateo County Transportation Authority Citizens Advisory Committee. From 2006 to 2015, Ken worked for the City of San Mateo as a Project Manager in the Public Works Department and a City Planner in the Community Development Department. Prior to working for the City of San Mateo, Ken worked as a Planner for the City and County of San Francisco Planning Department.

 

Additionally, Ken formerly served on the Silicon Valley Bicycle Coalition Board of Directors and was a member of the County of San Mateo Office of Education Safe Routes to School Policy Advisory Committee. Ken graduated from University of California, San Diego with a Bachelor’s degree in Urban Studies and Planning.

 

Michael Salazar was first appointed to the Measure K Oversight Committee in 2017 by Supervisor Dave Pine (District 1) and reappointed for a 3-year term in 2019. Approval of this reappointment will reflect a 4-year term, for a total of nine years of service.  In his professional life, Mr. Salazar has worked as an Information Technology Manager for San Mateo County and in the private sector.  He is currently a manager at the San Mateo County Transit District.   Mr. Salazar is also an elected Councilmember in the City of San Bruno where he has served since 2010.

 

Dave Burow has served as a District 3 representative on the Measure K Oversight Committee since October 2017 and was reappointed in 2019 for a 3-year term. Approval of this reappointment will reflect a 4-year term, for a total of nine years of service. He has attended all but one of the full committee meetings and has served on the Work Group Subcommittee 3 of those years.  He is a 39-year resident of San Mateo County where he served in both appointed and elected roles that give him a broad perspective on County operations and needs.  Those roles include serving on the San Mateo 2010 Charter Review Committee, the Emergency Services Council, SFO Airport Roundtable, Woodside Town Council and as Mayor of the Town of Woodside.
