B)                     Authorizing the Director of Public Works to call for sealed proposals to be received by Wednesday, September 14, 2022 at 1:00 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department of Public Works (Department) that the County was eligible to apply for federal funding pursuant to MTC’s Safe & Seamless Mobility Quick-Strike Program (Program) in the amount of approximately $1,603,000. The Program supports design and construction costs for projects that include pedestrian/bicycle safety, safe routes to school elements, or provide safe and seamless mobility and can be quickly implemented.

 

The Program is a one-time, competitive grant program within the One Bay Area Grant program (OBAG 2) framework. Federal funding is available to support local and regional projects that can be implemented quickly to benefit communities responding and adapting to the COVID-19 environment.

 

Safe Routes to School improvements in the Broadmoor Area were identified as a result of a walking tour conducted during the Active Transportation Program planning process with community stakeholders to improve access to several schools in the area. The County has also received requests from two schools in this area for improvements to pedestrian and bicycle facilities to provide better access for their students who walk and bike to school. The Department also leveraged this Program and opportunity to expand the roadway edge line striping in additional areas of concern to help reduce speeding along 87th Street.

 

On May 18, 2021, this Board adopted Resolution No. 078189, which authorized the Director of Public Works, or designee, to file an application for funding assigned to the MTC, committing any necessary matching funds, and stating assurance to complete the Broadmoor Safe Routes to School Pedestrian Improvements Project (Project). The Department submitted an application to MTC requesting $1,602,847 for the Project. A grant amount of $1,419,000 was approved with $183,847 of matching funds. The MTC subsequently increased the grant amount to $1,603,000 with no matching funds.

 

The Project includes work on 87th Street between Southgate Avenue and Sullivan Avenue, and S. Park Plaza Drive between 87th Street and the County limit. The Department has completed the plans and specifications for the Project, obtained Caltrans’ approval of the bid documents pursuant to the funding requirements, and is ready to call for bids.

 

DISCUSSION:

At S. Park Plaza Drive between Garden Village Elementary School and Benjamin Franklin Intermediate School, a raised midblock crosswalk will be constructed to provide an improved crossing for pedestrians and serve as a traffic calming feature to slow the traffic.

 

At the intersections of 87th Street and S. Park Plaza Drive and 87th Street and Washington Street, curb extensions and standard accessible curb ramps will be installed to increase visibility and shorten crossing distances. The existing traffic signal systems for these two intersections will be upgraded to current standards. Along 87th Street and S. Park Plaza Drive, road surfacing treatments coupled with edge lines and improved traffic striping will be installed for traffic calming and pedestrian improvements.

 

The North San Mateo County Sanitation District and California Water Service Company have requested that work involving affected sanitary sewer and water facilities be performed in conjunction with this Project. The plans and specifications for the work have now been prepared and staff is recommending that this Board authorize calling for bids for the proposed work.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

Funding for this Project is primarily comprised of MTC’s Program Funds. The Project will initially be financed by the Road Fund as the MTC’s Funds are received on a reimbursable basis.

 

The estimated construction cost of the Project is $1,323,000. The Project will be financed as follows:

*The total Quick-Strike grant funding amount is $1,603,000, with $210,000 for design, $1,300,000 for construction, and $93,000 for construction inspection.

 

**Resolution No. 078188, executed by this Board on May 18, 2021, authorized the Director of Public Works to enter into agreements with public agencies and utility companies for work less than $200,000 proposed to be done in conjunction with County road projects. Reimbursement for the cost of doing work for the North San Mateo County Sanitation District and California Water Service Company will be through individual agreements with the utility companies.

 

There is no impact to the General Fund.
