Adopt a resolution authorizing an amendment to the agreement with Consolidated Engineering Laboratories, extending the term through October 16, 2024, and increasing the amount authorized to be expended by $1,000,000 for a revised contract value of $2,400,000.

BACKGROUND:
The Project Development Unit (PDU) oversees ground-up construction performed by the County of San Mateo. Multiple large projects are in progress and anticipated to begin. To manage these critical and complex projects, the PDU requires support from specialty consultants. These consultants include special inspectors, whose role it is to ensure quality, safety, and conformity with specifications through, among other things, engineering and materials testing.
DISCUSSION:
Following a competitive Request for Proposals (RFP) process, Consolidated Engineering Laboratories (CEL) was selected to provide special inspection services to the County. CEL has been utilized on projects including the County Office Building 3, Parking Structure 2, Cordilleras Health Campus, and San Mateo County Health Campus.
Based on the positive performance of CEL, the ongoing nature of the work underway, the importance of having a reliable and responsive project inspection consultant, and CEL’s initial selection pursuant to competitive RFP, staff recommends the County continue to work with CEL through project completion.
This amendment, if approved, will extend CEL’s contract term through October 2024 and increase the agreement by $1,000,000. This will cover the cost and duration of ongoing and anticipated work for current projects.
The Resolution contains a provision authorizing the PDU Director to approve amendments to the Agreements including increasing the maximum fiscal obligation by up to 10 percent additional ($240,000) in aggregate.
County Procurement has reviewed and approved the extension of this agreement.
County Attorney has reviewed and approved the Resolution and amendment as to form.
FISCAL IMPACT:
Sufficient appropriations are included in the individual construction project budgets for FY 2022-23. There is no additional Net County Cost.
