BACKGROUND:

The Project Development Unit (PDU) oversees ground-up construction performed by the County of San Mateo. Multiple large projects are in progress and anticipated. To manage these critical and complex projects, the PDU requires support from specialty consultants.  These consultants include construction management professionals, whose role it is to represent the owner through provision of effective oversight of all aspects of the project including programming, schedule, cost, quality, and safety.

DISCUSSION:

Following a competitive Request for Proposals (RFP) process completed in 2017, the County selected Vanir construction to provide on-call construction management services.  Since that time, Vanir has been utilized on multiple projects including the Parking Structure 2, San Mateo County Navigation Center, and the San Mateo County Health Campus.

Based on their positive performance, the ongoing nature of the work underway, the importance of having reliable construction management, and their initial selection pursuant to competitive RFP, staff recommends the County continue to work with Vanir. This amendment will allow for the continued augmented staffing support required to complete the various capital projects currently under way.

The Resolution contains a standard provision authorizing the PDU Director, or designee, to approve amendments to the agreement in an amount not to exceed $100,000.

County Procurement has reviewed and approved the extension of this agreement.

County Attorney has reviewed and approved the amendment and resolution as to form.

FISCAL IMPACT:

The amendment is fully funded by the established individual construction project budgets. There is no impact to the General Fund.
