BACKGROUND:

On September 29, 2020, this Board approved an Agreement (#14000-20-R077741) (“Agreement”) with Insight Public Sector, Inc. (“Insight”) for the purpose of providing services related to the County’s Controller’s cloud hosted Property Tax System for a total not-to-exceed amount of $1,791,988.23 including the option to exercise two one-year extensions. The initial term of the Agreement is from July 1, 2020, to June 30, 2023, with options exercisable at the County’s sole discretion to extend the term for an additional two years through June 30, 2025.

 

On January 19, 2022, pursuant to authority granted by this Board, the County and Insight executed a First Amendment to the Agreement to modify the server hardware specifications and to increase the total amount payable under the Agreement by $20,979.70 for a total not to exceed amount of $1,812,967.93 (”First Amendment”).

 

The Controller’s Office believes it is in the best interest of the County to amend the Agreement with Insight for a second time (the “Second Amendment”). First, the Second Amendment is for the purpose of increasing additional disk space capacity of the Controller’s Office Property Tax System servers. Available disk space is essential for Controller’s Office Property Tax System to perform efficiently. With upcoming projects in partnership with the Assessor’s Office and Tax Collector’s Office, the system will intake multiple large data sets for testing purposes, in parallel with the daily operational use of the system. It is critical that the system handle the system requirements of these projects, while not impacting performance of the day-to-day operations. Second, the County is updating its virtual firewall network services, which required the contractor to provide VPN migration services from Cisco to Palo Alto Networks under the current contract. To meet this demand and provide virtual firewall network services going forward, the Controller’s Office is requesting to increase the fiscal commitment under the Agreement by $94,353.14 for a total not to exceed amount of $1,907,321.07.

 

DISCUSSION:

The Controller’s Office is requesting the Board’s approval to authorize the Second Amendment to the Agreement to increase the County’s fiscal obligation by $94,353.14, such that the total amount due under the Agreement will not exceed $1,907,321.07.

This amendment is necessary to cover the cost for the additional disk space capacity in order to handle the upcoming user testing of the Controller’s Office Property Tax System. In addition, the virtual firewall network must be migrated to access the system. The Controller’s Office also requests the Board authorize the Controller or the Controller’s designee to execute subsequent amendments to the Agreement which do not exceed an aggregate of $25,000.  

County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The cost of $94,353.14 that will be incurred under the Second Amendment to the Agreement is funded by the Controller’s Office budget included in the FY 2022-23 Recommended Budget.
