Measure K: Recommendation to:
A) Adopt a resolution authorizing a one-time grant to the Coastside Adult Day Health Center (CADHC) to support ongoing operations in an amount not to exceed $80,000, and authorizing the County Executive, or designee, to execute the agreement; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $80,000 appropriating Measure K funds from Non-Departmental Services Reserves to Non-Departmental Services Miscellaneous Other Contributions to support ongoing operations of CADHC.

BACKGROUND:
Coastside Adult Day Health Center (CADHC) serves the frail, elderly, and disabled population at risk for more acute care. Their mission is to keep people as healthy, active, and independent as possible when advancing years or physical/mental conditions call for extra care and attention. CADHC provides a comprehensive, structured day health care program with all-inclusive services that are individualized to each participant. Services include nursing; personal care; medication monitoring; physical, occupational, and speech therapy; social services; intake and referrals; a memory enhancement program; stimulating group activities; respite for family and caregivers; a daily nutritious lunch; nutrition education; and mental health counseling. In addition to donations, services are supported by Medi-Cal/Health Plan of San Mateo, Golden Gate Regional Center, Long-Term Care Insurance, Veterans benefits, and private payments (based on a sliding scale depending on financial need).
DISCUSSION:
Due to COVID-19 restrictions, CADHC has not been able to hold its annual Pacific Coast Dream Machine Fundraiser event, which typically collects approximately $80,000 for CADHC’s general operating purposes.
CADHC will use the proposed grant funds to support the ongoing operation of the Adult Day Health Center during the fiscal year 2022-23. CADHC will also continue its fundraising efforts to sustain its programs over the long term.

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.
FISCAL IMPACT:
This total County fiscal obligation for this agreement shall not exceed $80,000, which will be funded entirely through Measure K Reserves.
