B)                     The Director of the Project Development Unit, or designee, to execute additional contract amendments which modify the contract terms and conditions and increase the Owner’s Contingency amount by $1,138,000 to $1,174,444 and establishing a total contract not to exceed contract amount of $14,356,402.

BACKGROUND:

The San Mateo Health Campus Project (Project) consists of: demolition of aging and seismically insufficient health facilities that are approximately 70 years old; construction of a new 70,000 square-foot Hospital Administration Building; construction of the Coroner’s morgue and office; substantial renovation of the Hospital Nursing Wing and Central Plant; and the installation of other campus improvements including a prominent and easily navigable entrance and photovoltaic arrays. 

 

The Project, which contains multiple inter-related phases, is well underway. Renovation of the Nursing Wing Ground Floor and Central Plant, under the jurisdiction of the State Department of Health Care Access and Information (HCAI) formerly known as the Office of Statewide Planning and Development (OSHPD), is complete. In addition, vertical construction on the administration building has been completed and interiors are scheduled for completion by the end of 2022. Final overall Project completion, which is slated for 2024, will occur after demolition of the 1950s era Health Services and Health Administration Building, construction of the link building, and completion of landscaping and photovoltaic installation.

 

Taylor Design is under contract to provide Architect and Engineering Services for the Project and serves as the Architect of Record. On August 3, 2021, this Board established the maximum value of the agreement with Taylor Design at $12,458,250 and authorized a contract term running through November 2024.

 

DISCUSSION:

The proposed amendment to the agreement is to compensate Taylor Design for additional staffing needs commensurate with the Project’s exceptional level of complexity and the level of service needed for the construction administration phase for the remainder of the project. Additional project scope arising from the need to address and coordinate regarding various existing and unforeseen conditions and other substantial project complexities have created a need for Taylor Design to assign additional staff to the project. This staff will focus on various enabling projects that are required to be completed prior to the demolition of 1954 Administrative Wing and Health Services Building. Additionally, the added staff will be tasked with addressing ongoing project coordination items promptly to maintain the revised project schedule.

 

Project Development Unit staff have determined that the additional architectural support to be provided by Taylor is essential to establishing and preserving the project momentum necessary to complete the Project at a high quality and within revised timelines.

 

FISCAL IMPACT:

Appropriations for this increase are part of the San Mateo County Joint Powers Financing Authority lease revenue bonds 2018 Series A Capital Projects budget for FY 2022-2023. There is no change to Net County Cost.
