BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has contracted with MAR-RIC Transitional and Recovery Facility (MAR-RIC) since February 2002 for transitional residential services for individuals who are transitioning from locked facilities or psychiatric inpatient units to a lower level of care or individuals who would otherwise require locked facility placement.

 

Casa de Luz operates a board and care facility for difficult-to-place clients and provides augmented services for seriously mentally ill clients who require a higher level of supervision and services. Examples of these higher-level services include intensive mental health services, social skills training, and assistance with daily living activities.

 

Through this agreement, services for MAR-RIC and Casa de Luz will be integrated under their parent company Andrade, Inc.

 

Under the B-1 Administrative Memorandum, agreements that provide housing services and related supports for mental health clients are exempt from the Request for Proposals process requirement.

 

DISCUSSION:

Under the parent company of Andrade Inc., MAR-RIC and Casa de Luz shall continue to provide up to eight beds per month for individuals who are transitioning from locked facilities or psychiatric inpatient units or individuals who would otherwise require locked facility placement. Services through this agreement offer an alternative for clients to remain in the community and out of a more restrictive and more expensive locked facility placement. MAR-RIC and Casa de Luz shall provide room and board, 24/7 supervision, medication assistance, medical and psychiatric care, individual and group therapy, and general support and assistance services to San Mateo County clients.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Attorney as to form. The agreement is on the Continuing Resolution due to prolonged contract negotiations. 

 

BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of transitional residential mental health services to seriously mentally ill adults is one established level of care. It is anticipated that 40% of all discharged clients will be maintained at the current level of care or discharged to a less restrictive or independent level of care.

FISCAL IMPACT:

The term of the agreement is July 1, 2022, through June 30, 2024. The amount of the agreement is not to exceed $735,110 for the two-year term. Of that amount, $367,555 is included in the BHRS FY 2022-23 Recommended Budget. It is anticipated that $119,246 will be funded by sales tax through Realignment, $235,060 will be funded by Mental Health Services Act, and the remaining $13,249 will be funded by Net County Cost. Similar funding arrangements will be in place for FY 2023-24. The payment provisions and service levels in this agreement remain essentially the same as those of the prior agreement.
