BACKGROUND:
Behavioral Health and Recovery Services (BHRS) has contracted with MAR-RIC Transitional and Recovery Facility (MAR-RIC) since February 2002 for transitional residential services for individuals who are transitioning from locked facilities or psychiatric inpatient units to a lower level of care or individuals who would otherwise require locked facility placement.

Casa de Luz operates a board and care facility for difficult-to-place clients and provides augmented services for seriously mentally ill clients who require a higher level of supervision and services. Examples of these higher-level services include intensive mental health services, social skills training, and assistance with daily living activities.

Through this agreement, services for MAR-RIC and Casa de Luz will be integrated under their parent company Andrade, Inc.

Under the B-1 Administrative Memorandum, agreements that provide housing services and related supports for mental health clients are exempt from the Request for Proposals process requirement.

DISCUSSION:
Under the parent company of Andrade Inc., MAR-RIC and Casa de Luz shall continue to provide up to eight beds per month for individuals who are transitioning from locked facilities or psychiatric inpatient units or individuals who would otherwise require locked facility placement.
