BACKGROUND:

The glassy-winged sharpshooter is an insect vector for Pierce’s disease, which infects and kills grapevines, resulting in significant economic impact on the state’s wine grape industry. The sharpshooter spreads the disease as it feeds on ornamental plants and agricultural crops. The goal of the Statewide Control Program is to prevent the spread of the sharpshooter from southern California while research is conducted for effective treatments and controls. This Board approved the first Pierce’s Disease/Glassy-winged Sharpshooter Control Program contract in FY 1999-00, and the annual agreement and the Resolution designating the Agricultural Commissioner as the “local public entity” has been renewed for each year since then.

 

DISCUSSION:

Under the FY 2022-24 two-year agreement, the County will receive $228,389 per fiscal year for a total of $456,778 to conduct daily inspections of incoming nursery stock shipments from infested areas of California as well as detection surveys at County nurseries and urban landscapes. This agreement incorporates the FY 2022-24 Pierce’s Disease Control Program Work Plan, which has been approved by the California Department of Food and Agriculture (CDFA). 

 

Food and Agricultural Code Section 6046 requires the designation of a “local public entity” in each county to receive the Pierce’s Disease Control/Glassy-winged Sharpshooter local assistance funds. CDFA has requested that each county provide a Board resolution specifically designating the County Agricultural Commissioner as the “local public entity” for receipt of these contract funds and has recommended that the Agricultural Commissioner obtain authorization to enter into additional amended agreements during the remainder of FY 2022-24, to expedite funding to the County should emergency program work activities be required.  Wording to that effect has been included in the Resolution. 

 

The Agriculture/Weights and Measures Department also requests that this Board authorize the County Agricultural Commissioner to execute additional amendments to this agreement with CDFA which modify the State’s maximum reimbursement obligation by no more than $25,000 (in aggregate) and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provision and, provided no such amended agreement would require the expenditure or commitment of County funds.

 

This agreement and Resolution have been reviewed and approved by County Counsel as to form.

FISCAL IMPACT:

The term of this agreement is July 1, 2022 through June 30, 2024.  Revenue in the amount of $228,389 authorized by this agreement was included in the Department’s FY 2022-23 Recommended Budget.  Revenue in the amount of $228,389 will be included in the Department’s FY 2023-24 Preliminary Recommended Budget. There is no Net County Cost associated with this agreement.
