BACKGROUND:

The California Public Employees' Pension Reform Act (“PEPRA”), codified at Government Code §7522.56, requires a 180-day separation ("sit-out") period following the date of retirement for non-safety retirees that the public agency employer seeks to re-employ or contract with, unless the employer “certifies the nature of the employment and that appointment is necessary to fill a critically-needed position before the 180 days has passed.” Cal. Gov. Code §7522.56(f)(1).

 

For the exception to apply in this case, PEPRA requires that the Board of Supervisors, as the employer's governing body, approve, by Resolution, the appointment as a regular item at a Board meeting.

 

DISCUSSION:

The Assessor is responsible for determining the assessed value of all taxable property located in San Mateo County.  With approximately 236,000 assessments each year, the Assessor's Division creates the official record of taxable property (the local Assessment Roll), shares it with the County Controller and Tax Collector, and makes it publicly available.  The local Assessment Roll is determined by identifying, mapping, inspecting, and calculating the assessed value for all real (i.e., land and structures) and business properties. 

 

The Assessor’s Division is recommending that Mr. Georgakas return to fill the critically needed position of IS Project Manager II (Extra Help) to assist in the development of the Assessor Property Assessment System (APAS).

 

Mr. Georgakas retired on February 18, 2022, after serving over 42 years in a variety of increasingly responsible positions in the Department.  He has served in the Change in Ownership Unit, as an Appraiser I/II, Senior Appraiser, Information Tech Analyst, Departmental Systems Analyst, and IS Project Manager II.  Mr. Georgakas is a subject matter expert in the use of the Department’s EZ- Access Secured System and experienced in managing the Secured Property Roll Close Process. 

 

Mr. Georgakas’ unique combination of Institutional knowledge in assessment and experience in the development, deployment, and enhancement of the legacy EZ-Access system is critical to the timely conversion to, and delivery of a new, modern system.

 

Mr. Georgakas will be paid $79.70 per hour for a period not to exceed 960 hours in 12 months.  This rate is equivalent to the hourly rate of pay for a IS Project Manager II.

 

The County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

Appropriations to cover the costs to hire Mr. Georgakas are included in the Assessor-County Clerk-Recorder’s FY 2022-23 Adopted Budget. These costs will be fully funded by a transfer from Non-Departmental Services.
