BACKGROUND:
In July 2019, this Board approved a resolution authorizing an agreement with Diameter Health, Inc. (Diameter Health) to provide Diameter Health’s hosted software platform that analyzes and enhances the data quality of healthcare records and improves data quality in the Health Information Exchange (HIE) for the term of August 1, 2019, through July 31, 2022, in an amount not to exceed $591,000.
In November 2020, the parties amended the agreement to add Diameter Health’s Quality and Subscribe products for a one-year subscription with no change to the agreement term and amount.
DISCUSSION:
This amendment will increase the maximum amount by $152,000 to an amount not to exceed $743,000 and extend the term by one year through July 31, 2023, for Diameter Health to continue to provide HIE support services.
The amendment and resolution have been reviewed and approved by County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The Information Services Department has reviewed and approved the IT component of this amendment.
The County’s Contract Compliance Committee has approved a waiver request for a four-year term for this agreement.
It is anticipated that San Mateo County Health’s (SMCH) data quality within the HIE will be enhanced by decreasing redundant patient data by 20%.

FISCAL IMPACT:
The term of the amended agreement is August 1, 2019, through July 31, 2023. The amendment increases the contract amount by $152,000 to an amount not to exceed $743,600 for the four-year term.
Funding for this agreement is covered by Health divisions and has been included in the amount of $152,600 included in Health IT FY 2022-23 Recommended Budget.
