BACKGROUND:

The County Executive’s Office has three contracts for services that will expire on June 30, 2022, which will either be submitted as new agreements or for extensions by the end of September 2022. 

 

The County’s contract with Service League of San Mateo County (No. 078487(c)) currently includes services for both in- and out-of-custody services for the justice-involved population.  The portion to be included in this continuation of payment is limited to out-of-custody sober living/transitional housing services, which will be managed by Behavioral Health and Recovery Services (BHRS) in the future.  Continuing payment provisions on this portion of the contract from July 1, 2022 through September 30, 2022 and corresponding payment in an amount not to exceed $25,000 will allow BHRS the necessary time to negotiate future services and prepare the proper contractual documentation for a new agreement.

 

The County’s contract with Project READ (078487(d)) currently includes out-of-custody services for the justice-involved population. The portion to be included in this continuation of payment is limited to the services provided at the transitional housing sites. Continuing payment provisions for this portion of the contract from July 1, 2022 through September 30, 2022 and corresponding payment in the amount of $15,000 will allow for the necessary time negotiate future services and prepare the proper contractual documentation for a new agreement.

 

The County’s contract with Hinderliter, de Llamas and Associates (No. 074932) provides tax audit and consultation services, which are currently the subject of an ongoing Request for Proposals (RFP) process.  The RFP is in its final stages of evaluation, and a final decision and awarding contract will be brought to your Board in the near future.  Continuation of services of this contract from July 1, 2022 through September 30, 2022 and corresponding payment in an amount not to exceed $50,000 is critical for the County’s ability to identify due taxes and make projections for FY 2022-23 prior to the entry of a new contract with selected candidate from the RFP process.

 

In all three cases, the contracting parties have agreed to continue to provide the services at the current rates through September 30, 2022, pending entry of new agreements.

 

DISCUSSION:

To ensure continued provision of the contracted services during the interim period between July 1, 2022 and September 30, 2022, the County Executive’s Office requests that the Board authorize the Controller to make payments under the contracts listed above at the current rates through September 30, 2022. As noted, for the Service League of San Mateo County contract, the County’s fiscal commitment for the limited extension shall not exceed $25,000. For the Project READ contract, the County’s fiscal commitment for the limited extension shall not exceed $15,000. For the Hinderliter, de Llamas and Associates agreement, the County’s fiscal commitment for the limited extension shall not exceed $50,000.

 

FISCAL IMPACT:

Funding for the annual costs of these contracts have been included in the County Executive’s Office Recommended FY 2022-23 budget.
