Recommendation for the appointment of Thomas Smegal to the Bay Area Water Supply & Conservation Agency (BAWSCA) for a partial term effective immediately through June 30, 2025.

BACKGROUND:

BAWSCA was created on May 27, 2003, to represent the interests of 24 cities and water districts, and two private utilities, in Alameda, Santa Clara, and San Mateo counties that purchase water on a wholesale basis from the San Francisco regional water system.

 

The two private utilities that have appointees to the BAWSCA board are Stanford University and California Water Service Company.  California Water Code section 81336(c)(1) provides that the Board of Supervisors of San Mateo County shall appoint one member to the board who is an officer or employee of the California Water Service Company.

 

DISCUSSION:

Thomas Smegal is being recommended to serve a partial term vacated by George Barber, who has resigned from BAWSCA.The California Water Service Company and BAWSCA are requesting that Thomas Smegal be appointed to the BAWSCA board as the officer or employee representative. Mr. Smegal is vice president of Cal Water, Chief Financial Officer, and Treasurer.
