Adopt a resolution authorizing the Controller to continue payments on certain County Health contracts from July 1, 2022, through September 30, 2022.

BACKGROUND:

San Mateo County Health has several contracts for services that will expire on or before June 30, 2022, and the renegotiation of these contracts is pending completion. These contracts, listed in Attachment A to the resolution, will be submitted as new agreements or for extensions by the end of September 2022.

 

DISCUSSION:

To ensure the continued provision of the contracted services during the interim period between July 1, 2022, and September 30, 2022, County Health requests that the Board of Supervisors authorize the Controller to continue to make payments under the contracts listed in Attachment A to this resolution at the current contracted rates through September 30, 2022. This resolution allows payments to contractors who provide necessary services in a timely fashion and will allow County Health the time needed to complete negotiations for new or extended contracts. For the agreements subject to this resolution, all the terms and conditions of each agreement, including with respect to payment rates, shall remain in effect during the time authorized by this resolution.

 

The contracts included in the resolution from Behavioral Health and Recovery Services typically include an monthly advanced payment for the fixed flat rate of the portion of the provider’s contract that is paid out in one-twelfth increments of the annual rate. Inclusion of such contracts in Attachment A to the resolution authorizes the Controller to make these regular monthly payments beyond June 30, 2022. BHRS expects to bring most of these contracts to the Board in July.

 

The resolution has been reviewed and approved by County Attorney as to form.

 

FISCAL IMPACT:

Funds for the annual costs of these contracts have been included in County Health FY 2022-23 Recommended Budget.
