BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to LEMO Foundation, and resulting grant agreement, in an amount not to exceed $23,575, to provide 41 one-week summer camp scholarships for under-resourced children from San Mateo, Foster City, and Belmont. The County Executive’s Office will administer and manage the proposed agreement.

Now in its 13th year, the LEMO Foundation (“Foundation”), located in Redwood City, is a non-profit organization and center of excellence for underserved K-12 youth.  It is dedicated to unlocking a child’s potential through creative play, experiential learning and curriculums focused on personal growth.  This summer, the Foundation will be offering a new “Flexzone” eight-week enrichment program with the intention to fully sponsor 100 under-resourced children (ages 5-12) in San Mateo County, with a focus on mitigating risk around learning loss and mental health instability experienced during the pandemic.  They have identified 41 eligible children residing in District 2 (28 from San Mateo, 9 from Foster City, and 4 from Belmont) for whom they are requesting funding for a one-week program (Monday - Friday, 9:00 a.m. - 4:00 p.m., daily) at $575 per child for a total of $23,575 for the week.  Each $575 scholarship includes healthy lunches each day and a “Flex Box” with lesson plans, activities and merchandise, coaches and leadership staffing, and external experiences.  The scholarships allow these children to attend free of charge.  The week will introduce activities in the areas of Sports & Health, Design & Creativity, Culinary & Cooking, and STEAM (Science, Technology, Engineering, Art, and Math).  The lesson plans and activities provided in this program are designed to close learning gaps through creative and STEAM curriculum, while providing a stable environment that is sensitive to children’s mental and physical health and nutritional needs, with protection from threats, opportunities for advanced learning, and interactions that are responsive, emotionally supportive, and developmentally stimulating.  In addition, the program provides community engagement through service projects and pay-it-forward initiatives, and increased life expectancy through nutritional awareness, health and wellness training, and socio-economic empowerment lessons.

Total Measure K Request: Not to Exceed $23,575

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
