BACKGROUND:
On December 14, 2021, this Board approved an agreement with Jefferson Union High School District (JUHSD) to provide mental health services, alcohol and other drug (AOD) prevention services for the term of July 1, 2021 through June 30, 2022, in the amount of $1,159,618.
JUHSD operates the Daly City Youth Health Center (DCYHC), which provides youth with outpatient mental health services in Pacifica, Daly City, Colma, Brisbane, and parts of South San Francisco, and AOD prevention services to reduce access to and availability of AOD to youth.
DISCUSSION:
Through this amendment, DCYHC will continue to provide AOD prevention services. In addition, DCYHC will also provide brief intervention services to students as an alternative to suspension. DCYHC staff will also review the JUHSD suspension policies and provide feedback and recommendations for strategies to keep students in school.
DCYHC will also provide mental health services to Seriously Emotionally Disturbed/System of Care youth in the DCYHC clinic and on JUHSD campuses. In addition, JUHSD will be the lead and fiscal agency for the community-based partnership by providing AOD-related prevention services in the Northwest Community Service Area, while continuing to reduce access to and availability of AOD to youth. In FY 2021-22 Measure K funds will support the DCYHC COVID Youth Resiliency Response Initiative, which is designed to assist over 2,000 youth with skills needed to cope with the mental health and physical health challenges they face due to the pandemic.
The agreement and resolution have been reviewed and approved by County Attorney as to form.
BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of outpatient mental health services is one established level of care. It is anticipated that 99% of clients who receive services through this agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2021 through June 30, 2023. This amendment increases the original maximum amount payable under the agreement, $1,159,618, by $954,564, to a new maximum amount not to exceed $2,114,182 for the two-year term. Of the increase, $119,789 is for FY 2021-22, which includes the approved Cost of Living Adjustment, and new Brief Intervention services included in the BHRS 2021-22 Adopted Budget. Of that amount, 2011 Realignment will find $107,103, Medi-Cal Federal Financial Participation will fund $7,102, and the Substance Abuse Prevention Treatment Block Grant will fund $5,584. Similar arrangements will be made for future years.
