BACKGROUND:

On December 7, 2021, the Board of Supervisors executed an agreement with Youth Leadership Institute to: 1) serve as the lead agency for substance use disorder prevention services through its Friday Night Live (FNL) program in the Half Moon Bay region of the County; 2) assess the knowledge of county residents, provide education on the impacts of opioids and cannabis/vaping, and engage the community to determine effective ways to limit access and exposure to opioids; 3) serve as the lead agency for smoke free multi-unit housing efforts in San Mateo County; 4) assess the experience of county residents related to secondhand smoke, provide education on the impacts of tobacco products, and engage youth/young adults on effective ways to limit access and/or exposure to tobacco products; 5) lead outreach and engagement of at-risk youth to decreasing stigma related to mental health services and connecting youth to needed services via technology solutions and 6) serve as the co-chair to the Half Moon Bay coastal region of San Mateo County for the term of July 1, 2021 through June 30, 2022, in an amount not to exceed $562,267.

 

DISCUSSION:

Through this amendment, Youth Leadership Institute will continue to educate the community about alcohol, tobacco, and other drugs through the Fiscal Year 2022-23.  Youth Leadership Institute will receive a Cost-of-Living Adjustment (COLA) for Fiscal Years 2021-22 and 2022-23.

 

The amendment and resolution have been reviewed and approved by County Attorney as to form.

 

It is anticipated that 90% of participants will attend the Help and Hand Outreach and Engagement Services Presentations and rate their experience as “agree” to “strongly agree.”

FISCAL IMPACT:

The term of the amended agreement is July 1, 2021, through June 30, 2023. This amendment increases the contract amount by $403,765 to an amount not to exceed $966,032 for the two-year term. Of the FY 2021-22 amount, $215,918 will be funded by the Substance Abuse Prevention and Treatment Grant, $300,000 will be funded by Mental Health Services Act (MHSA) Innovation, $10,300 by MHSA Prevention and Early Intervention, $26,838 is funded by Proposition 99/56, and $17,079 is funded by Master Settlement Agreement. Of the FY 2022-23 amount, $185,000 will be funded by the Substance Abuse Prevention and Treatment Grant, $160,609 will be funded by MHSA Prevention and Early Intervention, $39,946 is funded by Proposition 99/56, and $10,342 is funded by Master Settlement Agreement.
