BACKGROUND:

County Service Area No. 8 was created on November 21, 1972 by the County Board of Supervisors to provide Fire Protection and Garbage Services under Resolution No. 31027. The Fire Protection services within CSA-8 are for a Sub-Zone located within North Fair Oaks community.

 

The Fire Protection and Emergency Response Services for the Fire Protection Sub-Zone located in County Service Area No. 8 (CSA-8 Fire Sub-Zone) is the area bounded by Bay Road, Woodside Road (State Route 84) and the Southern Pacific Company Right-of-Way, commonly known at the Dumbarton Branch or Dumbarton Spur, and not within either the corporate limits of the City of Redwood City (City) or the district boundary of the Menlo Park Fire Protection District.

 

On June 19, 2007, the board approved Resolution No. 068804, attached as Exhibit 2, to this memo, for a new 15-year term agreement with the City of Redwood City for Fire Protection and Emergency Response services to provide services for the CSA-8 Fire Sub-Zone. This agreement expires on June 30, 2022.

 

DISCUSSION:

Office of Sustainability staff and the City of Redwood City Fire Department propose the extension of the current agreement for a 15-year term to ensure continued services which meet contract performance standards for further providing safe and timely response to the approximately 1,026 parcels located in the CSA-8 Fire Sub-Zone.

 

Redwood City Fire has a station located adjacent to North Fair Oaks, referred to as Fire Station 11, which serves the City. Fire Station 11 also borders Menlo Park and Atherton, where mutual aid is provided. Fire Station 11 is located east of the Union Pacific Railroad Company corridor (Dumbarton Rail/Spur).

 

CSA-8 Fire Sub-Zone is served by Fire Station 11, facilitating timely and reliable services to the County parcels in the CSA-8 Fire Sub-Zone.  Due to the specialized nature of these services and for the following reasons, staff recommends that the Board approve Amendment One and find that it is in the best interest of the County to waive the request for proposals process for this contract to ensure continuity of the highest level and stability of services to the CSA-8 Fire Sub-Zone:

 

                     The proposed cost of services for CSA-8 Fire Sub-Zone is cost-effective, based on comparison with other surrounding areas’ average costs for similar services,

 

                     In addition to providing emergency and non-emergency firefighting services to the CSA-8 Fire Sub-Zone, Redwood City Fire provides fire prevention related building services and enforcement of Fire Code provisions,

 

                     Redwood City Fire serves approximately 1,026 parcels out of the 3,247 parcels located in CSA-8, (Exhibit 3 to this memo, Agreement 068804),

 

                     Redwood City Fire Station 11 is located within 0.4 miles of the first dwelling units in the CSA-8 Fire Sub-Zone which directly translates to quicker response times,

 

                     Redwood City Fire has demonstrated and consistently met their performance targets over the last fifteen years for the County-wide Emergency Medical Services Agency system goal in the CSA-8 Fire Sub-Zone, as established in County Agreement No. 068804. The performance targets are to respond to a call within seven minutes for 90 percent of all calls.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with adopting the recommended resolution. 

 

Revenue for CSA-8 Fire Sub-Zone is derived from the property tax apportionment allocated for this purpose. For Fiscal Year 2021-22, the CSA-8 Fire Sub-Zone cost is projected to be $389,862 (32 percent of the total tax apportionment of $1.2 Million).  These costs were budgeted for the 2021-22 and 2022-23 Fiscal Years. Besides the Fire Protection Agreement, the tax apportionment supports other services such as graffiti abatement, a community service officer at the Sheriff substation, and a percentage of the funding for residents in the Sub-Zone to receive services at the Fair Oaks Community Center.
